The reason for this is that iOS has added more and more one-screen multi-tasking over the course of several tablet experience tweaks. The experience, however, is much friendlier to the larger iPad Air. The iPad Mini can easily multitask on one screen in some situations, such as opening videos on the left screen and news reading apps on the right screen. But if you want to multitask a screen with a productivity tool like Pages or Numbers, you're going to have to be more discerning.
It's worth noting that these two product launches were accompanied by a comprehensive update to the iWork three-piece suite. In the new three-piece suite, you can use the Apple Pencil or finger directly to bring objects to life, and in Keynote, more animation effects have also been added. Perhaps also to boost productivity, the Numbers table can be scaled up to 400%, making it easier for users to find and edit content.
