Why does the PPS charger encounter a laptop compatibility issue?

Currently, the USB PD protocol is being upgraded to USB PD3.0. In the USB PD3.0 protocol, there is a new definition of the Power Head and PPS of the charging head.

There are two types of USB PD3.0:

USB PD3.0 does not have PPS (pure USB PD2.0 protocol upgrade, version number is REV 3.0);

USB PD3.0 with PPS.

If one of the parties is USB PD2.0, this USB-C connection (SRC/SNK/EMARK) will be reduced to USB PD2.0; unless the USB-C connected devices are all USB PD3.0, PD protocol USB PD3.0 will be adopted uniformly.
