In 1995, Japan enacted a new product banning law. The new regulations no longer follow the principle of wrong party liability, but adopt the consistent practice in Europe and North America (the principle of fault liability), which stipulates that product safety is responsible for product manufacturers and imports. Merchants, distributors, etc.

Prior to April 1, 2001, Japan's Electrical and Material Control Act (DENTORI) divided control products into two categories, A and B. Among them, Class A includes 165 products, mainly including power lines, fuses, switches, and transformers. Ballasts, etc.; Class B includes 333 products, mainly lighting, household appliances, office equipment, etc. Class A products must obtain government compulsory certification, the T mark, which can only be issued by MITI (Ministry of International Trade and Industry). Compliance with Class B products is subject to self-declaration or third-party certification, for example, the S-mark of TUV Rheinland.

After April 1, 2001, the Electrical and Material Safety Law (DENAN) replaced the DENTORI Act, and Japan also cancelled the T mark. Instead of issuing certificates directly, the government authorized third-party certification bodies to conduct product conformity assessment tests.

The new regulations divide products into "specific appliances and materials" and "non-specific appliances and materials." Among them, "specific appliances and materials" include 112 products; "non-specific electrical appliances and materials" include 340 products. "Special electrical appliances and materials" products entering the Japanese market must obtain third-party certification, marking the PSE (diamond) logo; "non-specific electrical appliances and materials" products must be self-declared or apply for third-party certification, marking PSE (round ) sign.

The number of products classified by the new law has decreased, and more products have been classified as “unclassified products” and are no longer subject to DENAN restrictions. Some products originally classified as “Class A” are now classified as “Special Electrical Appliances and Materials”.

Japan's electrical products market is very large, and Japanese consumers attach great importance to the safety of electrical products. From April 1, 2001, Japan's "Electrical Product Control Act (DENTORI)" was officially renamed "Electrical Product Safety Law (DENAE)", unified use of the PSE mark, and strengthened the punishment measures for importers.

PSE (Product Safety of Electrical Appliance & Materials) certification (referred to as "fitness inspection" in Japan) is a mandatory market access system for Japanese electrical appliances and an important part of the Japanese Electrical Appliances Safety Law. . At present, the Japanese government divides electrical appliances into "specific electrical appliances" and "non-specific electrical appliances" according to the provisions of the Japanese Electrical Appliances Safety Law. Among them, "specific electrical appliances" include 115 products; "non-specific electrical appliances" Includes 338 products. The PSE includes both EMC and security requirements. Products that belong to the “Special Electrical Appliances” catalogue must enter the Japanese market and must be certified by a third-party certification body authorized by the Ministry of Economy, Trade and Industry to obtain a certificate of conformity and a diamond-shaped PSE mark on the label, as shown in the following figure:

As the only certification body in China that applied for PSE certification in Japan, CQC officially submitted the application materials to the Ministry of Economy, Trade and Industry in February 2007. In March of the same year, the Ministry of Economy, Trade and Industry of Japan sent a Japanese NITE organization review expert PSE on-site assessment team to conduct a three-day on-site audit of CQC. The review experts expressed their admiration for CQC's standardized operation and rigorous work attitude. The level and professional literacy give a very high evaluation, and CQC is considered to be a world-class certification body. The on-site review did not find any non-conformities or observations, and finally passed the CQC review with the conclusion of “zero defect”.

On April 23, 2007, the Ministry of Economy, Trade and Industry of the People's Republic of China No. 129 announced that the Minister of the Ministry of Economy, Trade and Industry signed an order to formally authorize the China Quality Certification Center (CQC) to assume the Japanese PSE mandatory product certification. So far, CQC has become the successor. After the internationally renowned certification bodies such as UL and TUV, the fourth foreign certification body authorized by the Japanese government.

At present, the product categories of Japanese PSE product certification obtained by CQC are in three categories:

Wire and cable (including 20 products), wiring devices (electrical accessories, lighting appliances, etc.) (including 38 products), electric power application machinery (home appliances) (including 12 products).
